Unless provided otherwise, construction of any part of a public water supply system or wastewater system requires a permit from the Wyoming Department of Environmental Quality.
Chapter 3 of the Water Quality Division Rules and Regulations defines the permitting process. The application form is available in Adobe Acrobat .pdf format and in MS Excel format. The Adobe .pdf may be either downloaded or printed from on-line. The MS Excel form file should be saved to the user's computer. The Excel file is a protected fill in the blank form that can be completed on any computer with compatible Excel software. Complete the form by clicking in the blank immediately below the title "NAME OF PROPOSAL".

Within 60 days of the completion of a permitted activity, a certificate of completion should be filed with the Water Quality Division District.
Upon change of ownership of a permitted facility, the permit must be transferred to the new owner. The new owner shall submit a written request in the WQD established format signed by the existing owner and the new owner to transfer ownership. When approved, a new permit number will be issued to the new owner that automatically includes any conditions established in the original permit.

Road Application of Wastewater
When no other alternative is reasonably available for disposal of limited quantities of wastewater or exploration and production exempt oily wastes a road application permit may be requested.
