2010 General Permits

General permits require a completed standard application form with a design report, plans and specifications be submitted to the appropriate Water and Wastewater Engineer like any other permit.  The Water and Wastewater Engineer issues a Notification of Coverage (NOC) over the Engineer's signature if the application package satisfies the requirements of the applicable Water Quality Division Regulations and the general permit. A unique WQD permit number is assigned to each application resulting in a NOC, just as if it was an individual permit.

Section 7, Chapter 3, Wyoming Water Quality Rules and Regulations provides that the Director of the Department of Environmental Quality shall develop and issue a general permit for the installation, modification, construction, and operation of new systems for the following classes of facilities:

1.          Small Wastewater Systems. Small wastewater facilities located in areas not regulated by local governments and which do not require a permit under Chapter 16, Wyoming Water Quality Rules and Regulations, Underground Injection Control Program.

2.           Sewage Collection Facilities. Extensions to or modifications of existing sewage collection facilities excluding storm sewers, pump stations, lift stations, or force mains.

3.           Water Distribution. Extensions to or modifications of existing public water supply distribution facilities excluding finished water storage facilities and booster pump systems.

4.          Pilot Plants. Pilot plants constructed to obtain data to demonstrate compliance with Section 5, Chapter 11 and/or Section 5, Chapter 12, Wyoming Water Quality Rules and Regulations.

On October 26, 2000 the Department of Environmental Quality, Water Quality Division issued general permits for the above subject classes of facilities.  The permits became effective on the date of issuance and are required to be reviewed every five (5) years.  The general permits were last renewed November 2, 2010 and are valid until November 2, 2015.
