1. Volunteer submits application to DEQ. Click here to see Eligibility and Application web page.  
    Contamination limited to soil? You may be eligible for a steamlined process. Click here for more information.
2. DEQ determines site eligibility within 45 days from date of application.  
       
3. Volunteer initiates public notice and comment period.  
       
4. Site characterization completed and approved by DEQ?  
No                Yes, skip to step 7 with DEQ concurrence.
5. DEQ and Volunteer sign a preliminary remediation agreement (PRA).

7a. Volunteer reports site characterization and risk assessment.
     
7b. Volunteer evaluates remedies.
       
8. DEQ and Volunteer negotiate a draft remedy agreement (RA). Click here for the Remedy Selection and Implementation web page.  
       
9. Volunteer initiates the remedy public notice.  
       
10a. DEQ and Volunteer sign remedy agreement. Volunteer records the remedy agreement in the appropriate county clerk's office.  
       
10b. Volunteer may apply for Covenant Not to Sue  
       
11. Volunteer implements the remedy  
       
12. Volunteer demonstrates and DEQ approves that cleanup objectives have been met.
