Former Lobell Refinery Orphan Site

Orphan Site Description:
The Former Lobell Refinery Site (site), Site Number 57.004, is located in downtown Casper between Center and Wolcott Streets and between Collins Street and the Former Northwestern Railroad tracks. The site is partially occupied by three commercial buildings including Salvation Army, Joshua’s Storehouse and an office building containing legal and real estate offices. Limited environmental investigations were performed at the site in 2003 and 2004, and groundwater concentrations of perchloroethylene and trichloroethylene were found to be above the Wyoming Department of Environmental Quality (DEQ) cleanup levels. Diesel Range Organics in subsurface soils were also above DEQ cleanup levels.
Current field investigations began in February 2010 and are ongoing.

Environmental investigation at the site to date includes the following:

Soil borings at 8 locations

Installation of 11 permanent groundwater monitoring wells

Installation of 12 permanent soil vapor monitoring points

Samples collected and analyzed from all the above locations, for each type of media

Analytical results received from the laboratory for all samples collected

Indoor air testing and laboratory analysis of those samples
-
Ground penetrating radar testing for identification of subsurface tanks or other historical structures in the subsurface

4 quarters of sample collection and subsequent laboratory analysis of groundwater from the 11 monitoring wells at the site

Geoprobe investigation of the "seeps" in Wolcott Street
-
Excavation of two 3' x 3' x 4' test pits to aid in the understanding of subsurface conditions near the "seeps" in Wolcott Street
