Casper PCE Plumes Orphan Site
Orphan Site Description:
The Casper
Perchloroethylene
(PCE) Plumes orphan site is approximately
150 acres in an area that is bound to the north by the North
Platte River, to the south by the Yellowstone Highway, to
the west by Elm Street and to the east by Washington Street.
The area is comprised of residential, commercial and
industrial neighborhoods.
Environmental testing in the late 1980s and early
1990s revealed the presence of PCE in groundwater at three
locations in downtown Casper and two locations in North
Casper and in the indoor air of some homes.

Site Investigation Updates:

October 2009:
Public notice regarding pending environmental
investigation was given using mailings to residents
within the study area and newspaper notices in the
Casper Star Tribune.
Site investigation began with sampling existing
groundwater supply wells.

November - December
2009:
DEQ installed 10 (7 shallow and 3 deep)
groundwater monitoring wells and 40 soil vapor sampling
points throughout the study area.

February 2010:
Public notice with the results of the preliminary
environmental investigation, path forward and public
meeting was given using mailings to residents within the
study area and newspaper notices in the Casper Star
Tribune. A public
meeting was held at the University of Wyoming Outreach
Center on the 18th to notify residents of
site investigation results and the path forward.

March 2010 – April
2010:
DEQ tested indoor air and subslab soil gas at
potentially affected properties.

June 2010– December
2010:
The site
investigation of groundwater and soil vapor was expanded
to further delineate the contaminated groundwater and
soil vapor plumes.

February – March 2011:
DEQ tested indoor air and subslab soil gas at
potentially affected properties.

June 2010 – Current:
DEQ installed or will install indoor air
mitigation systems at residences and commercial
buildings within the study area.

August 2011:
Completed installing mitigation systems.

August 2011:
Installed additional groundwater monitoring
wells along the river and north edge of North Casper to
further delineate groundwater plume.

- Administer request for proposals for Remedial Alternatives Evaluation Report
