Frontier Refining Inc., located at 2700 West 5th Street, Cheyenne, Wyoming has developed a Community Relations Plan as part of Corrective Action activities at the Facility. In March 1995, Frontier and the Wyoming Department of Environmental Quality (WDEQ) entered into a Final Administrative Order on Consent (AOC) which was equivalent to and intended to run concurrently with the Final Administrative Order on Consent, U.S. EPA Docket No. RCRA 3008(h)-VII-88-08 (EPA Order) that was entered into by the United States Environmental Protection Agency (EPA and Frontier in September 1990. The EPA Order was withdrawn on March 19, 1997. W.S. 35-11-518(b) provides that the WDEQ may issue an administrative order which is equivalent to any federal administrative order which has been issued pursuant to subtitle C of the Resource Conservation and Recovery Act (RCRA) prior to the effective date of the authorization of the state hazardous waste program under that subtitle. Wyoming’s program was authorized in 1995. A Community Relations Plan (CRP) has been prepared to describe how the community will be kept informed during the Corrective Action process, as well as the methods by which the community can participate in the process. Monthly project status reports will be posted to this Site as well as notices of upcoming public participation meetings. These reports are currently under review with WDEQ and USEPA. July-August 2011 - WDEQ and USEPA review of Reports. September 2011 - Frontier has submitted the Final Phase II Resource Conservation and Recovery Act Facility Investigation Report (September 28, 2011). The Report was approved on September 30, 2011 by WDEQ. The Human Health and Ecological Risk Assessment Reports have been reviewed by WDEQ and USEPA and comments submitted to Frontier. Final Reports for these with response to comments is anticipated for the end of January 2012.
