Vacant, Department Ombudsman. In this capacity, the Ombudsman responds to requests from the public for assistance and information on environmental issues. He/She also facilitates communication between the department and entities in the state which are subject to environmental rules and regulations.
Section 507 of the 1990 Clean Air Act Amendments requires each state to establish a Small Business Environmental Assistance Program (SBEAP) to assist small businesses in understanding environmental requirements that affect their operations. To accomplish this, states are required to implement three distinct program elements:

l An Ombudsman who serves as an advocate for small businesses
l A Small Business Technical Assistance Program that provides technical assistance to small businesses; and
l A Compliance Advisory Panel to provide advice on ways to improve the overall effectiveness of the SBEAP.

. Provides technical assistance
and referrals to small businesses seeking information on
rules, regulations, permit requirements and other factors
affecting their operations. Also provides information
on new technologies, improved procedures and materials
substitution that can eliminate sources of pollution to both
save money and reduce a business’s regulatory burden.
In addition, administers federal grants for pollution
prevention initiatives.
