AML General Information

The Wyoming Abandoned Mine Land Division (AML) recruits engineering design and construction management firms to assist the Division with the following major types of projects:

  • Shaft, Adit and topographic depression closures

  • Large Pit Closures

  • Subsidence Abatement

  • Emergency Response

  • Public Facilities

Wyoming AML also contracts for the following services:

  • Consents and Clearances

  • Monitoring and Certification

  • Cultural Resource Reviews and Reports

  • Resource Reviews and Reports (threatened and endangered, wetlands delineation, migratory birds, etc.)

The procurement of services from consultants and contractors begins with a review of the AML inventory of disturbed sites. In June of each year, the AML staff convenes to review potentially eligible sites. Sites are prioritized according to the criteria established in the Surface Mining Control and Reclamation Act of 1977 (SMCRA).

When the package of sites is selected, engineering firms are notified and asked to submit a Statement of Interest (SOI) on specific projects. Firms can be placed on the notification list by submitting a Standard Form 254 annually to the AML office. The announcement of sites subject to selection occurs around October 1 of each year.

A selection committee reviews the statements of interest, and selects three firms to submit detailed written proposals. The selection committee reviews the proposals, interviews the three firms, and recommends a selection to the AML Administrator and DEQ Director. After review by the DEQ Director, the assigned AML project officer negotiates a contract based on the Scope of Services developed by AML and addressed in the firm’s written proposal.

Design work consists of obtaining land and mineral owner consents, eligibility determination, surveying and mapping, and the preparation of a Report of Investigation or Preliminary Design Report. This document identifies reclamation alternatives. In concert with affected landowners and the public, AML selects an alternative and the consultant prepares the final reclamation design.

The final design includes a bid package, which is explained at a bid tour of the project site. Construction packages are bid through the State Purchasing Branch of the Department of Administration and Information. Bids are awarded to the lowest responsible and responsive bid. AML Projects are bid when design work is completed. Bid showings and bid openings are advertised three weeks in advance. Qualified contractors can be placed on the mailing list to receive the notice of the Call for Bid by contacting the Department of Administration and Information, Procurement Division.
